Its Ridiculously unfair that PPH subtracts points from your profile for refunds thats got nothing to do with seller!
I am slowly but surely establishing myself on PPH but think i might be making a mistake to choose this platform to conduct my freelance business. How can i be penalized when a client cannot provide the materials - stipulated in the hourlie - for me to do the work? How on earth can this be a penalty against my profile?
Can someone help me to understand this logic?
Do other platforms have this draconian way of doing things or are they better?

So true! I completed a large project, and the buyer is using all of the work online, and they refunded the buyer the entire amount. In the states, this is illegal.
I just completed a news story on the screwed up practices of PPH, and had more than 300 people contact me after it aired with similar complaints. Google PPH complaints, and you will see this issue arise again and again. Our attorney general is reviewing complaints at this moment.
Lots of other reputable freelancer sites like guru.com, upwork.com, etc. That's where I've had success, and they really care about their freelancers. Good luck!
