I can't not find the buyer service fee at PPH, how much should I pay for buyer service?

  Hi i have to pay a freelancer but the application is charging a buyer fee, what is buyer fee and why am i supposed to pay this, would i be charged any transaction charges as well if i pay using credit/debit card or paypal ? If yes then what is the transaction fee for all these payment methods ?
