PPH Fees counting.

So i have a question for PPH support.

As i have read on rules, for the first 565$ i have 15% PPH fees, then after this amount reached, all next projects will go with 5% fees. Am i correct?

Does it calculate for each NEW month? So each NEW month i will have 15% fees till i will reach 565$ and then 5% of fees, or after i will reach 565$ during a month, all next projects in any month will have 5% fees?
