Unhappy with work,

Hi I originally instructed a supplier fora logo design, which I was happy with and paid, I then asked him if he could build a website for me, but I'm unhappy with the design its very basic and hasnt met my requirement or brief, I recieved an invoice before the work was completed and have not paid, I rejected it, I have asked questions that were not answered and felt I had to choose an option that was the best but didnt like any of them, I have decided to go to a web developer now, do I still have to pay for uncompleted work, ?
