refund fee - decision to refund by seller

Hello,

the seller backed out of a job he had signed up for and now I see I am charged with a refund fee? How come? I did not tell the seller to stop or back out, I was actually looking forward to his results he had promissed, in case he wasn't able to do the job, he should have signed up for it.

I'm fully expecting this money will be refunded back to me. There is not reason I should be charged for it.
