Refund Fee

On a data entry job I posted, with the files upfront for people to bid on, a seller took the job and then 2 hours later said he couldn't do it and offered me a refund stating that the incorrect files had been provided!

The files were there for him to see before he bid on the job!

And now I'm getting charged a refund fee for this?!

Can someone explain?
