Withdrawal to Paypal

Hello,

Was trying to make a withdrawal to my paypal account (that has been verified and used before), once i try to process the payment, it request identification documents, however, once i try to add them the message i get is " We do not require any documents at this time.", could you assist me with the issue. 

If needed, i can provide ID information.
