 I gave my verification info last yr (ID Utility bill, and paypal) . Why am I being asked to do this again?

  I have tried a number of times to upload ID from my phone, laptop, changing file size and type etc nothing is working, as it keeps saying invalid file type when I upload my document. Please help me resolve ID verification ASAP. Did so with upward and was not a problem at all.
