Complaint the procedure of Freelancer

Dera Ladies and Gentelman,

I have to complain, every now and again, in term of  "Post Job", that the Freelancer, dont read the Description...., as regards Job, and after that, they are not broad, a short Report..., Concerning the Topics..., whether the Person everything has understood correctly..., then he writes..., I must accept his Proposal..., afte that...he make a Report about this Deskription, what he must to do!

That can not be true...!!

Then I would under pressure law, because of Feedback" Satr ", I must to pay First then work is done....!

It's like you're in coroption City!
