Cant post a clarification question

I am, trying to complete my first proposal on this site. I have questions I need to ask to respond to the project as there is not enough information in the brief.

As soon as I click on the question button I receive - You need to submit at least 3 proposals before being able to ask a clarification question.

Is this true? How can I submit a proposal if i cant ask questions? That would seem crazy to create a situation where I have to complete a proposal when I dont know the information required.
