10% Refund Fee

So far this is the only freelance website that charges this fee. Basically if seller is a fake, 0 experience and faked portfolio, you, as a buyer still have to loose 10% of deposit??

Please explain this. Also, for record, i haven't raised a dispute, just requested a refund, which so called pro "seller" has accepted.

Would be nice to get those 10% back.
