Seller Didn't Complete the task after taking more than 30 days. We have to pay a refund fee? For What?

Seller didn't complete the task and refunded the fee after more than 30 days.

PPH took 4.5pounds as a refund fee. How they justify this and how could they expect us to put money in the escrow after this?

No matter what you are going to lose

It's ridiculous and I tried for more than 10 minutes to figure out how to contact the freaking support and couldn't figure it out.
