Unlocked Seller feature

I recieved an email to say that...

"As one of our most active and qualified new sellers on PPH, you have unlocked all of the features of PeoplePerHour, including the ability to bid on any Job you choose."

I assumed this meant that I didn't have to worry about proposal credits now and that I could bid on unlimited jobs? If this is not the case, can you please explain just what "all of the features of PeoplePerHour, including the ability to bid on any Job you choose." ACTUALLY means?
