10% refund fee problem from PPH

Hello,

I have paid 82 GBP to a seller, the member account was deactivated for some reason and PPH refunded me the payment with 10% detuction.

Why should I pay 10% for the mistake donr by the seller??

Please refund me the 10% amount which you detucted and do the needful
