I paid for a business lease to be drawn up

I deposited the money via PayPal. 437.10 pounds. I asked for a refund within 3 days and Im still being invoiced the full amount. I hadn't confirmed any details nor gave the address of the property so business lease couldn't have been started or completed however I'm still being invoiced to pay 473.10 and the money has been taken from my account so I'm a bit annoyed really. 

 

Surely I have a cooling off period and also considering no work was done I shouldn't have to pay 473.10 pounds
