Cant get my developer to issue invoice

I cant get my developer to issue an invoice for a job, they say that you will provide it?
It's getting to be a real hassle and since I paid I them, I then noticed the site's broken and it's been a week since I told them (they're looking into it and say they'll provide an alternative). To be honest what started out as good developer has just ended up really stressing me out... it's not that they haven't done any extra work in the last week, which I have already told them I will cover, but it's like they are no longer at all concerned about THE URGENCY OF FIXING MY SITE - covered under my original proposal.
