i cannot reply to a Proposal request

hi

i received a mail "proposal request for logo design",as per the attached screen shot

when i click on "send proposal", it takes me to a page "OOPS, It's looking like you may have taken a wrong turn.Don't worry... It happens to the best of us." 

as per the attached screen shot

and i cannot send the required proposal

i need help
