I can´t send a proposal because there is a pending one in the workstream but there are no pending proposals

I was going to send a proposal but I got a message saying that it can´t be done because there is a pending proposal in the workstream, but there aren´t any. The system even allows me to send an invoice but not a proposal. Why can that be? I'd like this to be sorted, the client is waiting.
