Can't add my payoneer account ?

When I try to add my Payoneer account , I get this "We are unable to change your payment method at this time. For further assistance please contact us." but I already removed but PPH . 

 I don't understand. Anyone plz reply.

  Hello Kazi,
  
  I hope this message finds you well. I am sorry for my delayed reply though we have been receiving an unprecedented amount of requests which has resulted in delays, but we are working hard to provide each and every user with the appropriate attention.
  
  I am sorry but this is not from our end. Please let me explain to you.
  
  Your Payoneer account has what we call the Payee ID. The Payee ID is a number that gets linked automatically with Payoneer under any website. Even if you go to Amazon for example your Payoneer will get linked with the Amazon's Payee ID which will be your account.
  
  For example in PPH your profile ID could be 1234567.
  
  Now what happens is that your Payoneer ID is ******* but we are unable to remove it as because this gets automatically linked with Payoneer - they need to remove it from their end completely. You will not be able to add any other Payoneer account under either PPH or any other website if the Payee ID is not removed from them.
  
  

  Therefore in this instance please contact Payoneer to remove your account and set up the new one again.
