Complaint about a seller who deleted all of our web content, no way of leaving feedback if a job cancelled.

We have used PPH very successfully.  Everyone has been highly professional.

Our usual web developer was away getting married, so we had to find a new resource to get a small website completed.  

We setup the hosting space ad installed WordPress along with additional plug ins.

The seller https://www.peopleperhour.com/freelancer/shakeel/wordpress-specialists-php-html-c/353366?ref=provider installed a theme.  We then emailed him for a week to try and get in touch with him but ended up working on the site ourselves putting a lot of time into it.  We then attempted to contact him stating that as we have had no feedback or even a single message we will have to cancel the job and pass on to someone else.

The guy finally contacted us, mentioned a family member was ill, then agreed to cancel the proposal.  He then accessed our web space and deleted everything.  The work he deleted was material we had worked on. 

Usually I would never make a complaint in anyway but this is totally unprofessional and a bullish way to deal with clients.

This guy does have good feedback but how many other people has he done this type of thing to?? 

There needs to be a way of leaving feedback in a situation like this.
