Have clients mention budget

It is very annoying to see $ in the budget. Most clients do have real budgets set up for the tasks. Also add filter where you can weed out clients with petty budgets. Let freelancers choose what budget range projects they want to work. 

PPH used to be such a nice portal and now all I see is dirt cheap rates projects with huge expectations.
