Fine Tuning Proposals

I have a few suggestions in regards to the proposal system. It seems to be me that most jobs placed on here are extremely vague, making it impossible for designers to give an accurate quote. In my experience its far better to charge by the hour or day rather then giving a flat rate. This is because you never know how long a project is going to take and it's dependent on so many factors such as whether the client knows what they want or if they are new to working with designers and haven't the foggiest. Would it not be better to allow designers to give their hourly or day rates. This would then encourage clients to have a proper think about what they want, rather then just writing on the job 'I need a magazine designed. There should be regulations on how much detail they need to give. At the moment it feels like you have to offer rock bottom rates to get your foot in the door, all because the job offers no clue to what is needed. I would appreciate PPH coming back to me on this on how they improve the system.
