Same buyer with multiple profiles ???

Hi there,

Please advise me, I'm a little confused.
Two years ago I worked with a PPH buyer, but when it was time to pay for the project and close the job, this buyer completely disappeared without doing all that stuff.
Now, after about two years, a buyer with the same name, the same projects and the same location (very high coincidence ...) appears and posts jobs on PPH without any embarrassment.
I do not understand how is  this possible?
PPH does not check these profiles?

Please help me out.

  Flag it !

  In the job post page , at the bottom "Send feedback for this Job" > Other > put all details and Send.

  Funny, how we freelancers remember all clients with their details after years esp the scammers...
