Genuine Profile Picture

So, I've tried to send a proposal several times and all the times I've received a email saying me to provide a "GENUINE PROFILE PICTURE".

I've sent what I though to be a genuine profile picture but it doesn't seem so for your system.. so can I have more information about what is a GENUINE PROFILE PICTURE, please?
