Stream blocked by CS - can't raise invoice

Hi,

 

I started working on an escrow of GBP 90 with this guy but when the time came for payment, I got the message i.e. “The specific Stream has been blocked because Karim E. is no longer an active member of PPH. Need some help? Contact our amazing Customer Support Ninjas.”

How I am going to raise an invoice and get back my hard earned money?
