Freelancer puts 10% down in escrow once awarded project
I get constantly let down, from freelancers claiming they can do the project and 4-5 days later they give up, and when I apply for a refund I have to pay 10% simply because they bid for a job they couldn't do.
If a freelancer once being awarded had to submit 10% in escrow it would show their commitment and also prevent me having to pay 10% for freelancers just simply bidding then having a go to see if they can do it or not!
I have freelancers claim 100% guaranteed they can do it, then 4 days later tell me to get someone else
One freelancer after I said I would end up leaving negative feedback said they didn't care they can sign up under a different name

You don't have to pay 10% for project cancellation if it's 100% the seller's fault.
See here : 6. Cancellations and refunds
https://www.peopleperhour.com/static/terms
the 10% cancellation fee is taken by default (waived in case it's the seller's fault and you claim it !)
ask for refund bro contact support from here :

So how does that work then, I have always requested a 100% refund as the seller says they can't complete and have always had 10% removed
But I still think if you made sellers have to deposit a 10% bid deposit then it would stop these chancers who make all these claims they can do something then let you down 5 days later

Yes it's like that, taken by default, until you contact support and explain it's the sellers fault to be reviewed then fully refunded. (ask for refund for all previous projects)
hmm I don't know, now they can't sign up under different name easily...
try to pick serious sellers, top certs, post your jobs privately, ask for work samples
