Cant Submit Application

CAN'T RE-SUBMIT APPLICATION

I had an email from the PPH team to ask if i could submit a genuine profile picture. I uploaded a different photo (not sure what was wrong with the first photo, but hey) and it won't let me submit my application :( very frustrating, any ideas why?
