Application denied

I am a quality freelancer, I have always gone above and beyond the call of duty to make sure my clients are happy 

I'd like to know on what ground my application to post my hourly was denied?

i had difficulty in uploading the first page in the application 3 times, and i don't think it was anything I was doing wrong - your website seems to be having an issue. I checked others support requests and I am not alone 

Please let me know
