Seller Application not approved

Hi there!

It seems that I can't send a proposal for jobs since it says " your seller application is not approved - You need to change your location" 

i did all that i had to do and even the changes have been accepted but yet again the same message appears and i can't send any proposals 

please help me with the matter and  let me know what else is required and how should i get my seller application approved?
