Refund from seller

I asked for refund from a seller and he approved it. Now it says the following - "The amount of £133.00 has been refunded to your PPH Account. You were subject to a refund fee of £13.30 which was deducted from your based on PPH."

Two questions - 

1) Why does it say that it has been refunded to my PPH account? I need it refunded to my payment service provider.

2) I asked for refund because the seller couldn't deliver the work. Now, why did PPH deduct 10%?

  Whats the point in this forum if answers are never going to be posted and the same pasted message stating a ticket has been raised is submitted instead??
