pending payoner and paypal payment method

I have attached my payoneer account as well as my paypal several days ago and still it hasn't been approved and every time i try to raise an invoice to finish a job it tells me i have to add a payment method resulting in me un able to finish a job that is done and close it to get feedback. So Kindly approve.
