cant pay with my debit/credit card

 a proposal I want to accept from a freelancer sned me the link to accept and pay I go through the process and at the last step after I post my CC numbers and hit enter it takes me to the beginning saying it wont accept my CC and I have sufficient funds.

  I am unable to send Proposal for job but the send pop up with

  "YOU HAVE TO SUBMIT DEBIT AMOUNT OF 8.50$".

  PLEASE HELP ME IN THIS REGARD ANS I CAN NOT AFFORD RIGHT

  NOW PLEASE DEDUCT AMOUNT FROM MY EARNED AMOUNT LATE

  BUT ABLE MY ACCOUNT TO APPLY FOR MORE PROPOSALS.
