PPH refunded Escrow to scam buyer, not able to get deposit back

I've recently come across a spam project and unfortunately fell for it, losing out in quite a bit of money. However, I did ensure that this was covered by the Escrow deposit. I highlighted the scammer to PPH and asked for my deposit back but now they are saying because they had to delete the scammers account/their account was closed, they refunded them the money and cannot release it to me. 

Surely this is not how an Escrow deposit should work? It should be kept and distributed to the person who deserves the refund? 

Really frustrated by this...

  Hello there PPH.

  I was meant to get a refund after releasing funds from escrow. According to PPH accounts section, it says the money has been approved and was already refunded back since 4th of May 2017. However, I cannot see the payment back in my credit card account.
