Buyer is refusing to put money in escrow
I bid for a job and was successful. I asked the buyer to put a % of the total amount into escrow, which they did. I worked out how much % of the work to complete to be covered by this amount. I have done this amount of work, sent it to the client and said, please review and comment as per our agreement so I know you are happy before I send over the rest of the work and here is a request for the balance of the amount to now be placed in escrow so I am covered for the rest of the work.
He is now saying that is not in line with the proposal I accepted and he is refusing to put the rest of the money into escrow until I complete the rest of the work then he says he will pay.
But if I work like this and deliver the work without any more money being in escrow, I am at risk for non-payment aren't I? What is PPH's position on this? Should I do the rest of the work without any money in Escrow or refuse?
Not a good trustworthy relationship but I don't want to get stung as it's quite a lot of work to do to complete the rest of the job.

Depending you what you are working on, you can continue to work, but send previews only, do not deliver full work, source files or anything until the buyer makes full deposit.
PPH will be able dispute the deposited amount only.
