App developer asking to release payment before delivering source code.

Hello concern,

The app developer I hired is asking that the amounts are required to be released first to get the source code of the app. Is there any such policy laid out in your terms of service/policies where there is clearly written that the amount must be released before getting the source file.

  Work should be completed and delivered first, if everything is OK as agreed, seller can raise invoice then you pay it.
