Why I can't verify my paypal account

I have set up my payment account and uploaded the requested statement to verify it but it is currently still in "Not Verified" state.

Furthermore, I keep getting a prompt saying:

"One more step... you need to verify your account via the email we have just sent you. Resend email"

I click Resend email i got a mail

Verification of new withdrawal account.

When I click verify account button but show me Opps in a new tab.

How I verify my new withdrawal account?
