Withdrawing funds

Hi

I have withdrawn a refund which was sent to me but i cant see it in my bank account.

I have also been deducted 10% fee but the job was cancelled with the seller and the money with sent back to me by the seller. I dont think it is fair that me or the seller is penalised for this 

Please confirm.
