A buyer should be allowed to ask questions about a proposal without any money is withdrawn from the account.

To understand if the seller have the right skills and can meet the deadlines before order anything.

  Are you suggesting you have paid someone to 'answer questions'? I am unsure as to the extent of your issue as, certainly, you shouldn't be paying people to answer or clarify something within a proposal.
