Why should I get 35% cut in my payment which was 15% earlier?

Hi

I have noticed for some time that when I receive payment as a seller, the PPH fee in variable. Sometimes 25% cut and out of my last payment of $10 I receive only $6.5. First it was 15% PPH fee. This increased fee is ridiculous.
