Raise invoice

Hi, I've made one job but I can't raise an invoice because my PPh payments area was not completed, and now i can not add Payment methods or change withdrawal accounts. I can not confirm my identity because in the line Identity documents there is "We do not require any documents at this time".

What can I do?
