Restrict Seller Signups for new projects

As this is a freelance community. A Seller once he accepts an Job he goes on to find another job. simultaneously he is handling like 4-6 jobs

this affects the TAT of the seller

im sure the seller might have accounts in other freelance networks too

PPH should introduce TAT score for every sellers

1.A 0-star seller cannot accept projects more than $1000 until he completes the project

2.A 1-star seller cannot accept projects more than $2000

3.A 5-star seller cannot accept projects more than $5000 until he completes the project within the month

4.Only a 5-star seller can convert his account to a business/company account where he can accept any number of projects without restrictions

5.5 Star rating

1* - for TAT

2* - for finishing the project before deadline

3* - for feedback score from buyer

4* - for re-hire by buyers for next projects

5* - for some other credibility factors

based on this Buyers can blindly trust PPH freelancers
