Can't set up my Paypal account

Hi,

 

I am trying since yesterday to set up my Paypal account, but I keep receiving an error saying that the same account is in use by another user. 

I am totally sure non one is using my Paypal account so what's going on?

Moreover, no one is responding to my help requests her on PPH.

This way I can't raise an invoice for the latest completed job and going to lose the money I earned!
