People Per Hour not allowing me to withdraw my refund

There is 300 euro which I have requested to Withdrawal however they keep refusing the Withdraw and now I can't see my 300 at all. The developer I used on this site committed a scam and they still paid him partially anyway and now refuse to allow me to withdraw the money they refunded me.
