Changing freelancer

Hello,

I assigned a project to one of the freelancers, but I think he can't do the job completely and i want to change him since it's urgent and i can't see response, please guide me

  Just tell him to stop - issue a refund for funds from Escrow (which might take pph some time to process) and award the project elsewhere.
