Freelancer is not responding they developed 4 sites for me that aren’t working

Freelancer is a web developer they done 4 sirs for me all 4 do not work, once I’ve paid they left me and not fixed the problem they told me when I kept contacting they will contact me back and haven’t. I’ve lost alot of opportunities, money and time that I can’t get back I need help.

  A freelancer I used done 4 sites for me didn’t give me any login details lost these sites none are working I want in to either it or give me the backups and let me go to another developer he is ignoring me what do I do
