Profile accepted 3rd time but can't send proposal

Hi I have been been getting mails my profile accepted but I can never send a proposal .not even once on this app .and the last ticket was never answered. Either remove my account or please make me understand what I'm lacking. I need. A Job and this is frustrating PK
