Currency Conversion better through PPH or Paypal?

I'm just trying to work out which is more cost effective either to withdraw to Paypal and then convert currency or convert currency in PPH before withdrawing. I think both charge fees on top of the currency exchange rate. Does anyone have an opinion or worked it out before?
