i can't send a proposal

For your protection, for this size of the project, the deposit request has to be at least $26.4 (30% of the proposal amount)

I don't understand that statement's meaning. when I  send a proposal to Beyer I was totally disappointed about that statement always shows.

  Hi there, as the red box says this is for your protection and the deposit amount needs to be 30% of the total amount. You will not be able to send a proposal until you do this.
