Should I take buyer policies?
please see the below buyer proposal policies,
Our policies are?
1.We don’t make upfront payments
2.Project must be done within the given days
3.your account need to be linked before payment can be made to you
4.and you have make sure we are the only company you are with at the time, till your job is completed
5.payment can be made to any payment methods you have.
6.payment will be made to you immediately your job is done
7.And please kindly stop biding for any more jobs.
We need maximum concentration on this project

To ensure the safety and security of the community, all communications must be kept within the workstream and are outlined in our T&Cs. Anyone who mentions telegram is a particularly strong indicator of something that isn't a real project.
We take these events very seriously and will immediately remove any user who goes against our T&Cs and is seen to be a threat to our community.
Please be aware that any communication outside the platform is strictly forbidden and is considered a breach of our T&Cs.

As I see it there are two possibilities. It is probably a scam, especially when they talk about "linking your account". That is where they ask you to pay money and they keep it and run off. If they are offering a lot of money, it is a scam.
The other alternative is that they are farming out low quality work. They will have terrible terms and conditions where they can avoid paying you for all kinds of reasons. They demand that you work exclusively for them, while not guaranteeing you any work. They may even have financial penalties and liabilities for you if something goes wrong with the project. If someone came to me privately with a list like that, items 1, 4 and 7 immediately tell me not to touch it.
Either way, PPH need to clean up the platform and get rid of these. Until they stop giving buyer accounts to anonymous people, and start enforcing identity checks, it isn't going to get any better. They know they will lose a lot of the small jobs if they do that, so they carry on as it is. As it is, reporting buyers and projects doesn't do any good because they just come back with another fake identity.
