Buyer tried to communicate with me outside the PPH platform.
I got an invitation projcet that the client/buyer is trying to communicate with me outside the PPH platform. Is this a red flag? He/She sent a link that I clicked then direct me into telegram. The agreement they are saying is pay is after the delibiration of the project.

A link to Telegram is a red flag and asking you to deliver a project before they pay for it is a red flag. Both as red as they come.
Personally, I will speak to a client by telephone or on a screenshare/video call, if they feel they need to do that to explain the job. If they want the job done, I will send a proposal and I expect them to pay money into escrow and accept the proposal before starting any work. Usually I ask for the full project fee as escrow/deposit.
Another flag that isn't always red, but certainly isn't green, is if the buyer has no previous project history on PPH. The one you have there needs reporting and don't touch it. Remember that you don't know who anybody is, even if they have a name and location. That is why we need the money in escrow first.
